Can this be used on a 20 ft toyhauler with electric brakes? Does this need to be loosen when backing?

Yes, you can use friction sway control like the Reese kit part # 83660 on a trailer like your toy hauler with electric brakes. When backing up you have to be very careful not to jackknife the trailer as it will break the unit. If you are backing up in a straight line you'd be fine to leave the kit installed, but if you are going to be turning at all you have to disconnect the unit.
