The Reese Quick-Install Custom Base Rails and Installation Kit # RP50064-58 are a fit for your 2016 Chevy Silverado 1500. This is a custom kit and there's no drilling to install the frame brackets. You will need to drill through the truck bed to connect the rails to the brackets, however. There's no way to avoid drilling entirely.
