Can the 4 Prong Trailer Connector be Mounted Outside the 2011 Toyota RAV4 Instead of in Cargo Area

can the 4-prong part of the wiring harness be permanently mounted to the hitch rather than being stowed away in the cargo area when not in use?

Yes, you can route the 4-Way trailer connector out through a grommet in the rear of the vehicle or through a vent, found in the access area, to the outside and run the wiring for the trailer and the battery through that.
Once the wiring is routed outside the vehicle you can use the 4-Pole Flat Mounting Bracket, item # 18144, and a No-Drill Mount Bracket, item # 18140, to mount the connector on the hitch.
