Your new electric trailer brakes # AKEBRK-35 should not fit in the way you are describing; it sit inside the groove. On a vintage trailer such as yours there can be fit issues so I recommend replacing your hubs. In order to choose the correct replacement hub and drum assembly, you will need to know both the inner and outer bearing numbers. These numbers can be found on stamped on the bearings themselves. You will also need to know your wheel's bolt pattern; I've added a link to a help article which explains how to determine this.

I have also added links to a couple other help articles on wheel bearings for you, as well as a link to our page with each of your hub and drum assemblies.

I was similarly stumped trying to find a match for those bearings; there was not a hub that I could find which uses the bearings you have. At this point, your best bet would be to replace your axle altogether with one that comes with hubs, such as the Dexter # 35545I-EZ-89. I've linked you to our page with each of our axles for you.
