IS IT NORMAL FOR THESE RESISTERS TO BUILD HEAT??

The LED Light Bulb Load-Resistor Kits do build up heat. If they are getting really warm, you should put a multimeter like # PT89ZR on them and make sure that the wire coming into the resistor is functioning correctly.
