The trailer hitch receiver options for your 2016 Toyota Camry only include Class I hitches with a 1-1/4 inch receiver opening. Since this will inhibit you from being able to use a cargo carrier with a ramp I recommend to instead purchase a small trailer to transport your motorized wheelchair.
To accomplish this I recommend using the Draw-Tite Trailer Hitch Receiver # 36540 along with a ball mount and hitch ball. I recommend going with the Draw-Tite Drawbar # 36071 which has a 2-5/8 inch Rise and a 3-1/4 inch Drop, and either a 1-7/8 inch Hitch Ball # 19256 or 2 inch Hitch Ball # 19258 depending on what you need for your application. You will want to use the attached article to determine whether or not this drawbar has the correct Rise or Drop that you will need.
For trailer wiring I recommend using the Tekonsha T-One # 118405 as Tekonsha is one of our most reliable wiring manufacturers.
I have attached some review videos for you to check out as well.
