Yes, Draw-Tite trailer hitch # 24965 for your 2012 Kia Optima is capable of towing a Uhaul rental trailer. You will also need a ball mount # 3593 and a properly sized ball (whatever the trailer requires) as well as a wiring harness to operate the trailer lights.
If the trailer takes a 1-7/8 inch ball use # 19256. And if it takes a 2 inch ball use # 19258.
And to add a trailer wiring harness I recommend T-One Vehicle Wiring Harness with 4-Pole Flat Trailer Connector Item # 118453 to add a 4-Way flat connector to the rear of the vehicle. I have linked videos showing example installations of the hitch and wiring.
