Most hitch carriers for power chairs are made for higher-capacity 2-inch hitches, not for the light-duty 1-1/4-inch Class I and Class II types made for the 2013 Scion xB. Power chairs vary quite a bit in their weight, some being as light as 54-lbs (the Lexis Light), while others can weigh upwards of 250-lbs, such as the 4-wheeled Prowler 3410 MG.

All ramped-equipped hitch carriers suitable for power chairs, such as the Flint Hill Goods 30x50 Wheelchair Carrier # FHG77ZR and the others shown on the linked page, are made only for the 2-inch hitch size.

The highest capacity hitch made for the 2013 xB is Curt model # C12490 which is a Class II hitch. We do have cargo carriers that fit this hitch but they do not have ramps. All non-ramped carriers compatible with the Curt hitch are shown on the other linked page. These include items like Curt # C18110 which is rated for 300-lbs.

If the chair is light enough to be lifted and if it fits this carrier's internal dimensions, 47-11/16 long x 19-1/2 wide, then you can safely use it in the Class II hitch. Curt requires use of their support strap # 18050 in such applications to help steady the carrier load.

The alternative is to use a small utility trailer to transport the chair. Small and inexpensive utility trailers can be found at many outdoor and farm stores. Even the lightest-duty hitches made for the xB can handle up to 2000-lbs of trailer weight (although the car itself may not be so rated). To tow such a trailer you would need a hitch, ball mount, hitch ball and also a wiring harness if the trailer has lights. Please let me know if you wish to pursue this option.
