When the Yakima HoldUp 2 Bike Rack # Y02445 referenced in your question is folded up, there will be a distance of 7 inches from the center of the hitch pin hole to the closest part of the rack. When folded down, this distance will be 12 inches.
This is a very nice bike rack that works with 1-1/4 inch, Class II trailer hitches and can hold up to 2 bikes at 60 pounds each. The rack can also be tilted away for easy rear cargo access on your vehicle and both a hitch lock and bike lock are included.
