There are several truck bed bike racks available that are confirmed to fit 15 mm axles, but the Swagman # S64702 that you referenced is not one of them, nor is there a way to make it work. Closest solution would be the Swagman Patrol part # S64701 which is a fit for 15 mm thru axles.
