If you are trying to find the blue wire that is usually associated with a brake controller, like the Tekonsha Prodigy P3 # 90195, then it will be under your driver's side dash near the emergency brake pedal area. This is provided that your 2009 Jeep Liberty came with the factory 7-Way connector.
If your Liberty didn't come with any connector at the rear bumper then you will need to install wiring to be able to use a brake controller. I recommend using the Tekonsha T-One # 118554 which will give you a 4-Way flat connector. This will simply T into the lighting behind your driver and passenger side tail lights. You will also need to run a lead to the your battery to power the ModuLite.
Now that we have the 4-Way flat you will then need to install a 7-Way connector. For this you will need to use the Universal Wiring Kit # ETBC7. This will give you both a 4-Way and 7-Way connector at the rear of your Jeep. This comes with everything that you will need for installation.
I have attached videos of these wiring kits being installed on a similar 2008 Liberties for you to follow.
