It sounds to me like you are either referring to a grease cap or wheel center cap. The grease cap will be placed into the center of the hub whereas the wheel cap will be placed into the center of the wheel over the hub. In order to ensure you are receiving an exact measurement, you will need to use a digital caliper such as part # PTW80157 to measure this.
The most common grease cap for a tent trailer is the Grease Cap part # F001518 with a diameter of 1.988". This is pressed into the hub bore opening in order to protect and contain the grease. Although this part is not inline with the dimensions you have provide, the majority of tent trailers use a cap with inner diameter of 1.98".
If you are looking for a wheel cap, the closest wheel cap we carry to the dimensions you provided is the Trailer Wheel Center Cap part # 319EZ. This cap will fit wheels with a pilot hole diameter of 3.19" or just under 3-1/4".
