It sounds like you're looking for a trailer hitch receiver that fits your 1998 Jeep Wrangler that can carry the Pro Series Cargo Carrier # 63153.
The trailer hitch receiver I recommend is the Draw-Tite # 75193. It's a 2 inch, Class III hitch confirmed to fit your Jeep. The Pro Series carrier will fit nicely into the 2 inch receiver.
The Pro Series has the option to add lighting. We have the incandescent # 20174 and LED # 98174LED light kits available.
To power the light kits you'll need a trailer wiring connector on the Jeep. Use # 118409 for a 4-way connector.
