There are many components that are needed to safely flat tow vehicle behind your RV. You will need base plates, tow bar set-up, safety chains, a lighting solution and a supplemental braking system. Some applications also may need a high-low adapter to make sure the tow bars are level when towing.
Consulting your local Honda Dealer will confirm if you are able to flat tow this model Civic. Everything that I have seen tells me that your 2004 Honda Civic can be flat towed, but the manufacturer would have the final answer.
If you are able to flat your 2004 Honda Civic, then I recommend the Roadmaster EZ Base Plate Lit, # 521537-1. The Roadmaster base plates have the removable arms. You will be able to keep your Honda Civic's OEM look on the front end when not flat towing.
The Roadmaster Falcon 2 Tow Bar, # RM-520, is the tow bar that I recommend for your Civic. The Falcon 2 will mount in a 2 inch receiver hitch. I recommend using the Roadmaster 68 inch Safety Chains, # RM-643, with the Falcon 2 tow bar.
For a lighting solution, the Roadmaster Diode 7-Wire to 4-Wire Flexo-Coil Kit, # RM-15247, will connect your RV's trail, brake, and turn lights with the those same lighting functions on the Honda Civic. The kit uses diodes that are wired into the Honda's lighting system and the Flexo-Coil cord will help keep all those electrical connections together in a water resistant, oil, and chemical cover.
Supplemental braking is one of the most important components in a flat towing set-up. The brake sEven Brake, part # RM-9400, is a proportional supplemental unit that can be easily installed and removed in you truck. It's powered using one of the 12-volt accessory outlets in the cab of your Civic. This brake system will stop with the equal amount of braking you apply to the brakes in your RV.
Most likely you will also need a high low adapter so that the tow bar will be level when you are flat towing. I attached a link to a page that has all of the ones we carry.
