I was wondering if I could get the raw materials for this it welded or painted.

All custom-fit hitches made for your 2010 Ford Crown Victoria are shown on the linked page and these include the 2-inch Curt Class III hitch # 13707 that you referenced. All of these hitches are produced with a powder-coat finish to provide corrosion protection. None of these hitches is offered with a raw finish nor as an unassembled kit.
