For your 2015 Kia Optima, I recommend the Draw-Tite Sportframe Trailer Hitch Receiver - Custom Fit - Class I - 1-1/4" # 24965. This is my recommendation over the Curt # C11025 because the Curt hitch requires a stabilization strap # 18050 with this hitch to use a cargo carrier.
Either hitch receiver is compatible with the 17x46 Curt Cargo Carrier for 1-1/4" and 2" Hitches - Steel - 500 lbs # C18145. This carrier is independently rated for 500 lbs, but with a Class I trailer hitch receiver you will be limited to 200 lbs maximum including the weight of the carrier, so you will have a 171 lb max capacity using this carrier and either hitch. You will want to consult your owners manual for any other weight restrictions before use.
If you want to lock this carrier to your hitch receiver, I recommend the Locking Anti-Rattle, Threaded Hitch Pin for Swagman Hitch Racks # S64029 which is confirmed to fit this application.
