I confirmed with Curt that the Curt Class III Receiver Hitch # C13172 referenced in your question will fit your 2017 Jeep Cherokee Overland. This is a custom fit hitch that will bolt onto your vehicle's frame with no welding required. It has a 750 pound tongue weight and a 5,000 pound towing weight capacity. I have attached an installation video on a 2016 Jeep Cherokee video for you to check out.
If you plan on doing any towing, I recommend using the Curt T-Connector Vehicle Wiring Harness # C56208 to quickly install a 4-way trailer connector to your Jeep Cherokee Overland. This will plug directly into existing wiring on your vehicle. I have also attached an installation video for this harness.
For towing, you will also need a ball mount. I recommend the etrailer.com Ball Mount Kit for 2 inch Hitches # 989900. This will give you two different ball mounts with differing rise and drops as well as the two most common sized hitch balls. I have included a link to our available ball mounts along with a helpful article that details how to choose the correct one for your setup.
