Electric Brakes on a Horse Trailer Locking Up With No Brake Controller Installed

Question:

I have a 7 way plug for my horse trailer. I have yet to install the electric brake controller. However when i put on the brakes the in the car the electric brakes on the trailer lock up. I was told that the electric brakes should not engage if I do not have the electric brake controller installed? Could this be a grounding problem on the trailer? Hooked up to another truck with the controller installed and get the same problem.

Something is incorrectly wired. Since the trailer is locking up when hooked up to another truck, I would say the connector on the trailer is wired wrong. Perhaps someone was trying to use the trailer brakes without purchasing a brake controller and wired the electric brake wire to the same post that powers the brake lights on the trailer. Make sure the brake lights on the trailer work properly. Checking grounds is always a good idea, but some how the wire that supplies power to the brakes is receiving power when the vehicle brakes are applied. I would start at the connector and work back.
