You will need a base plate on your 2008 Chevy HHR to flat tow it. For that you would want the Roadmaster # 3141-1 which is a confirmed fit. For a tow bar you would want the Roadmaster Falcon part # RM-520 which comes with safety cables.
Aside from that it sounds like you have the lighting and braking systems covered. If your brake system draws power from the HHR battery it will need the outlet kit part # RM-9332 as it looks like your vehicle battery needs to be disconnected.
The part # RM-751428 is a fit for your HHR and will allow you to know when the towed vehicle is applying the brakes.
Most likely you will also need a high low adapter so that the tow bar will be level when you are flat towing. I attached a link to a page that has all of the ones we carry.
I have included a couple of helpful links to our articles on flat towing for you. Be sure to consult the vehicle owners manual for more specific information on flat towing your vehicle.
