Are Special Tools Needed to Attach Wobbler Rollers to a Shaft Using Retaining Rings
Question:
do you need a special tool to attach these to the trailer? or do you jus use a pair of channel locks to pinch the metal clips onto the rockers?

I have tried to use channel locks before and they do not work all that well. You need what are called hog ring pliers such as # PTW88003. These pliers also come with fasteners but for boat trailer rollers you would want to use a retainer ring such as # CE10981 as an example.
