Curt 2-inch Class III hitch # 13084 is a confirmed fit on your 1999 Jeep Cherokee. This and all other hitch fits for your vehicle are shown on the linked page.
This Curt hitch is a no-drill install on most Cherokees but some may require drilling a hole in the skid shield. The hitch includes all hardware and its installation in a 1999 Cherokee is shown in the linked video. Written instructions and a helpful article are linked too.
For a 4-pole wiring harness you can use part # 118354 which is a plug-in installation. For a complete ball mount kit I suggest part # 989900 which includes 2 ball mounts and 2 hitch balls for towing flexibility.
