Brake Controller Shows No Trailer Connected and Puts Out 4.5 Volts on 2009 Chevy Silverado
Question:
I have installed a brake controller that powers on but does not sense that a trailer is connected even though it is. I am only receiving 4.5 volts on the blue brake line that connects to controller and the same voltage at the hook up in the back of the truck. My connection is clean at the fuse box and I have 12.5 volts. Where are the common loose connections on the 09 Silverado? Also, where and how does the wiring split between controller line and the connection at the back of the vehicle.

First, make sure that your brake controller is mounted within the range specified in the installation instructions and also that it is not tilted or turned to one side. Brake controllers can do strange things if they are not properly mounted. If you have the Hopkins Agility, # HM47295, I have linked the manual for you.
If it always shows the same voltage output no matter what you do then there is likely a problem inside of the controller and it will need to be replaced.
The brake output wire should go from the tow package wire bundle under the dash directly to the 7-Way connector at the back of your 2009 Chevy Silverado. It does not sound like a loose connection though since you get the same voltage at the controller and at the back. It sounds more like the power output is not set high enough or the controller is mounted outside of its range.
For further testing and troubleshooting you can follow the help articles I have linked for you.
