Waterproof Rooftop Cargo Bag for Use on 2013 Mercedes-Benz C-Class

hello, i am moving across country and then back next year. i have a mercedes C class but didnt want to buy the roof rail system, would a waterproof canvas cargo bag work without a rail system? is this a silly idea? i was simply going to fill it with vacuum sealed bags containing clothing. any advice would be appreciated. thanks!
