The Curt hitch part # 13314 is a confirmed fit for your 1999 Honda CR-V and would work well for towing a small utility trailer like you mentioned. You would not need the part # PSA256S0303 as the trailer rental place would already have a coupler installed on the trailer.

You will need trailer wiring, for that you would want the # 118336 which is a confirmed fit.

The trailer rental place could possibly have a ball mount that you could use, but if not we have a solution. You might be interested in etrailer ball mount kit # 989900. It comes with 2 ball mounts; one with a 3/4 inch rise or 2 inch drop and one with a 2-3/4 inch rise or 4 inch drop. It also includes a 1-7/8 inch ball, 2 inch ball, hitch pin with clip, and a storage bag.

If the ball mount kit does not include a ball mount with the right rise or drop to tow the trailer level, check out the link I have included that explains how to measure to choose a ball mount to tow the trailer level.

A transmission cooler would be a great way to help prolong the life of your transmission as well. The part # D13502 would be a great option and I attached an install video that shows it being installed on a different generation CR-V as yours.
