To determine what size hitch you have you will want to measure the inside dimensions. I have linked a Help Article on how to do this for you to check out. It will be either 2 inches or 1-1/4 inches. I was unable to find that the 1998 4Runner came with a hitch from the factory or not. I was able to find the tow capacity depending on your engine, I have linked it to this page for your convenience.
If your hitch is indeed 2 inch then the 2 inch shank of the Thule Apex XT 5-Bike Rack # TH9026XT will fit great. One thing you will want to check is the amount of bumper clearance your factory hitch will have. To do this you will want to measure from the center of the hitch pin hole to the outer most part of the bumper. If this is less than 6.98 inches then the Apex will have enough clearance to not come into contact with your vehicle.
If you need a 2 inch trailer hitch, I recommend the Curt # C13087, because of its weight capacity and price point.
If you plan on carrying any alternative framed bikes, like many women's bike are, you will need to use a bike adapter bar like # UB01 to mount the bike properly to the carrier.
I have linked all the above mentioned products to this page for your convenience.
