It sounds like your Valley-brand Phantom brake controller has seen better days. Since they are no longer in business even if the unit were repairable parts and authorized service are not, so your best option is a new controller.

In most cases a proportional type controller is preferred since these apply the brakes to slow your trailer right along with your tow vehicle's rate of deceleration. Time-delay type controllers always apply the same braking force (which depends on how you adjust them). The linked article will give you more background on available controllers.

The brake controller unit we recommend most often is the Prodigy P2 # 90885. This reliable and highly-rated proportional controller works with both electric brakes and electric-over-hydraulic brakes, it is easy to set-up and operate and it lasts. Over 800 of our customers that use this unit have rated it 4.9 out of 5 stars.

Please feel free to let me know the year/make/model/version of your vehicle and I will be glad to recommend the necessary wiring adapter or installation kit.
