Recommended Proportional Trailer Brake Controller
Question:
Valley Phantom brake control unit, model 32811 the LED displace lights show red all the time and the manual activation lever does not work. Any help would be appreciated.

It sounds like your Valley-brand Phantom brake controller has seen better days. Since they are no longer in business even if the unit were repairable parts and authorized service are not, so your best option is a new controller.
In most cases a proportional type controller is preferred since these apply the brakes to slow your trailer right along with your tow vehicle's rate of deceleration. Time-delay type controllers always apply the same braking force (which depends on how you adjust them). The linked article will give you more background on available controllers.
