Is the roof vent cover easily removable so I can take off to get van into the garage?

It certainly is. You'd remove a few of the screws holding your existing vent in place, and use them to install the 4 mounting brackets. 4 clips are used to secure the vent cover to the mounting brackets. So, the initial installation would take a bit of time, but once the brackets are in place, installing and removing the cover will take a few seconds.
