Is Welding Required to Install Curt Class III C13153 Trailer Hitch on 2016 Hyundai Santa Fe
Question:
Are the bolts all that is required for installation? No welding?

The included hardware is all you'll need to install the Curt # C13153 Class III hitch. No welding is required, as you can see in the installation video I've linked for you. In fact, attempting to weld the hitch would void its warranty.
If you're planning on using the hitch to tow a trailer, you'll need a ball mount like part # D-4, Hitch Pin and Clip, # PC3, and a 1-7/8 inch trailer ball # 19260 or a 2 inch ball, part # 63845. The trailer wiring harness you need would depend on which submodel Santa Fe you have. I'll link you to the available harnesses.
