Troubleshooting Trailer Brakes that Stay Locked Up When Brake Controller is Attached
Question:
Michael answered my question but when I disconnect at the controller the brakes release. This would let me believe that the problem is in the controller. ?? What do you think? Thanks,

Is the circuit you have the red wire ran to for the brake controller only seeing voltage when the brakes are applied? If so, then the problem is internal of the brake controller.
If the circuit is hot all the time you have it attached to the wrong circuit. It needs to be ran to a circuit that only sees voltage when the brakes are applied.
