Folding Hitch Cargo Carrier Recommendation for a 2016 Subaru Outback Wagon

Does this fold up parallel to the rear of the car when not in use?

We have Curt cargo carriers that have folding shanks, but the part # C18145 that you referenced does not fold.
Your hitch will have to have a 2 inch opening for the cargo carrier to fit into it. The most popular folding carrier we have would be the Curt part # C18151 which has a 500 lb capacity and a rise built into the shank.
I attached a video that shows it being demoed on a 2016 Subaru Outback Wagon like yours.
If you needed a hitch you would then also need the part # 75673 which is confirmed to fit your vehicle.
