The Tow Ready Tow Package Vehicle Wiring Harness # 118247 that you referenced will work well to convert your factory 4-Way flat to a 7-Way trailer connector.
The brake controller I recommend for you is the Tekonsha Prodigy P2 Proportional Trailer Brake Controller # 90885 with the Tekonsha Plug-In Wiring Adapter # 3035-P. This wiring adapter will allow you to easily install the brake controller by connecting to the port under your dash that you mentioned, that should be located under the dash near the center console.
The Prodigy P2 Brake Controller offers a great LED digital screen to provide easier communication with the controller, 3 boost settings to adapt to different weight trailers, and will perform continuous diagnostics to alert you to any potential problems. I have attached an installation video of this brake controller in a 2004 F-150 for you.
