It could be any of a number of things. Some GM trucks will need some minor wiring done under the hood and possibly some fuses installed before the power feed to the brake controller is active. If the vehicle has the factory tow package that features the connector under the dash, make sure you have the correct brake controller wiring harness. Some model years will use the same plug, but the wires will be pinned out into the connector differently. There might be a blown fuse.

If you use a circuit tester like part # PTW2993 to test the black wire exiting the rear of the controller, you can determine if power is reaching the controller or not. If there's no power on the black wire when the ignition is on, there's either a blown fuse or the controller has been wired incorrectly. If you do get power on the black wire, it indicates that power is reaching the controller. If the LED doesn't light up, the controller could be damaged and in need of replacement.

If you could reply with the year, make and model of the vehicle, and tell me if the controller was hardwired into the vehicle or if a wiring harness was used, I can provide you with more specifics.
