There is not a lock that holds the ball in the down position. I spoke with my contact at Reese about the Fold-Down Gooseneck Trailer Hitch # 8339-4439. She confirmed that there should be a retention spring that will make the ball fold up when the door is lifted.
You can check under the hitch to ensure that the tension spring is still in place and free of rust. If the spring is out of place or hindered by rust, this could be preventing the ball from raising when the door is lifted. If there is rust at the tension spring, you can try using some spray lubricant to help clean the spring.
Another possible reason the ball isn't raising up could be because the hitch ball may need to be lubricated. To maintain the hitch, the ball pivot near the grease head should be lubricated once a month. The ball cover pivot should also be greased monthly with a light weight oil or equivalent.
If these possible solutions do not work to help the ball function properly, please let me know and I will be happy to provide further troubleshooting for you.
