I went out to our warehouse to measure the seat of the # A45GB grommet that you referenced. It seems like it will be a tight fit for your 3/8 inch bumper. The grommet seat measures 0.24 inches.
Another option for mounting a 4 inch round light on your trailer, instead of the bumper, is to use the Trailer Light Mounting Bracket # BK45BB. This may not work for your application, but it could also be modified to work how you need. This bracket will work well with the rubber grommet # A45GB.
