Brake Controller Installed on 2004 Tahoe Doesnt Apply Trailer Brakes w/ Brake Pedal

The first thing you'll want to do is use a circuit tester like part # PTW2993 on the red wire exiting the rear of the brake controller. You should show current on this wire only when the brake pedal is pressed. If you don't, check the fuse box under the hood for the CHMSL circuit in the fuse box on the driver's side of the dash next to the door, and replace if needed (the inside of the fuse box lid will show a fuse diagram).
You'll also want to make sure you're using the correct brake controller wiring adapter harness, part # 3015-P or if you're using the manufacturer's pigtail, you'll want to make sure it's wired correctly. The manufacturer's harness would be wired to the controller as follows:
Red harness wire to black controller wire.
Light blue harness wire to red controller wire.
Black harness wire to white controller wire.
Dark blue harness wire to blue controller wire.
The brown wire is not needed.
You'll also want to make sure your controller's pointed parallel to the direction of travel, and is level as shown in the diagram I've provided.
