I do have a solution for you but because of the spoiler we are limited to only one choice for a trunk mount bike carrier that is going to fit correctly on a 1999 Ford Mustang V6. You can take a look at the Saris Guardian 3 Bike Rack # SAR43FR. It is a confirmed fit and I have attached a video for you to look at.
But you also can install a trailer hitch and use a hitch mount bike carrier.
For a hitch you can use # C11041. Then for a bike carrier we just have to make sure the one you use is rated for use with a Class I trailer hitch. Also, with a bike rack, you are limited to 2 bikes maximum on a Class I hitch.
The hitch is recessed under the rear fascia of the Mustang so a bike carrier with a straight shank would be ideal. The Lets Go Aero NEO2 2-Bike Rack, # B01748, is a good option. I have linked a video review of this carrier for you.
You would also need a stabilizer strap like # 18050 to use when carrying unsupported loads like bikes or cargo on your Curt hitch.
