Let's start with a hitch for your 2016 Subaru Outback Wagon. We offer both a 1-1/4-inch Class II and 2-inch Class III hitch for your Outback as long as it is not the Sport version. The two hitch options from Curt can be seen on the linked page. Cargo carriers are available to fit both hitch sizes but for the most carrying capacity I recommend the Class III hitch # C13206 since it offers a substantial 600-lb tongue weight (TW) capacity. A 2-inch hitch also offers better compatibility with a range of hitch accessories.

With this hitch you can use a 2-inch cargo carrier like the Curt # C18151 or one of the others shown on the included link. The video shows this carrier in use on a 2015 Subaru Outback Wagon.
You'll need to use a support strap with this hitch for any non-trailer load, including cargo and bike racks, to help support the hitch. Use part # 18050 from Curt.

Keep in mind that the total combined weight of the carrier you select, plus the weight of the cargo you load into it, cannot exceed the 600-lb hitch TW capacity.

Subaru includes an OEM roof rack on the 2016 Outback wagon that offers a 150-lb capacity and a 30-inch bar spread. If this is sufficient for what you want to carry then you do not need to add a separate aftermarket roof rack.
