The 1999 GM trucks were part of a split model year. Some still had the C or K designation like yours and others started using the Silverado name. Harness # 3025-P is confirmed to fit the Silverados but not the C/K series. The harness does work with the P3 brake controller # 90195.
If your truck already has a factory installed 7-Way trailer connector then it is possible that you can plug in the controller but if that does not work then the controller will have to be hardwired in using installation kit # 5506.
On the controller, the black wire connects to the positive battery terminal via the included 30 amp circuit breaker that comes with 5506. White wire is the ground and goes to the negative battery terminal. Blue is output to the trailer brakes and will get routed from the controller, under the truck, to the back of the 7-Way in the 7 o'clock position.
The red wire is input from the brake switch. You would need a circuit tester such as # PTW2993 to test the wires on the brake switch above the brake pedal. You need the one that has power only when the brake pedal is pressed. You can follow the relevant parts of the ETBC7 installation I have linked for you.
