Need s trlr hitch for a 2003 dodge caravan to haul a rack for mobility cart it has a 2tube that slides in to hitch the cart weight is 140 pounds

For a 2 inch hitch confirmed to fit your 2003 Dodge Grand Caravan you would want the Draw Tite hitch part # 75119.
This hitch has a max tongue weight rating of 350 lbs. As long as the combined weight of your mobility cart and carrier are less than that this hitch would work well.
