Question:
Will this part under or through the bumper. I do not want to cut out the bumper so I am looking for one that will mount below the bumper. Thanks,

The Draw Tite trailer hitch part # 75139 that you referenced has been confirmed as a fit for your 1999 Jeep Cherokee and does not require any fascia or bumper trimming for installation. Check out the install link I attached to see how it installs. The hitch opening will be directly underneath the rear bumper.
