Question:
Have 1-1/4-inch hitch with tongue weight 350, towing 3500 so assume it is a class 2 hitch. It is on a 2007 Subaru Forester. Carrier would be for my daughter to transport 3 bikes. 2 adult, 1 child.

The 3-bike hitch rack I recommend for use in your Forester's Class II hitch is the lightweight aluminum Thule Helium Pro # TH9043PRO which weighs only 20-lbs.
The Helium pro fits both 1-1/4-inch Class II hitches and 2-inch hitches. Locks are included to secure both the rack and all three of your daughter's bikes. The rack tilts for vehicle access simply by pulling a spring-loaded pin and the rack arms conveniently fold down when it is not in use. It is suitable for use on all types of passenger vehicles, cars, trucks, SUVs and vans.
The Helium Pro also features closely spaced arms that make it compatible with many sizes and types of bike frames, including kids' bikes. When loading the bikes first load the heavier adult bikes and then the child's bike last; this will reduce stress on the hitch and also reduce rack motion while driving. I also recommend adding a bike rack support strap # 18050 to help support the load in the hitch. When carrying three bikes the total bike weight capacity for the carrier's 112.5-lbs capacity.
The hitch type we offer for the 2007 Subaru Forester is indeed a 1-1/4-inch Class II, such as the Curt # C12038 which is rated for 350-lbs tongue weight (TW) and 3500-lbs towing capacity.
