The Tekonsha Voyager brake controller does indeed work when the vehicle is backing, either on a flat surface or on a hill.

The Voyager is a good brake controller, and if you're very familiar with how brake controllers operate it would work great for you. However, it's not the most user-friendly option available. The controller must be manually leveled, and it lacks a alpha-numeric readout which can make brake system troubleshooting more difficult than it needs to be.

I'd recommend going with the Tekonsha Primus, part # TK90160. The Primus is self leveling, and features an LED readout that will display easy-to-understand error codes in the event that there's a problem with the trailer braking system. You'll find it a lot easier to use than the Voyager.
