First let's start with a front hitch for your 2000 Chevy Express Van. For that I would recommend the Curt Hitch part # C31016 as it is the most popular hitch we offer confirmed to fit your vehicle at the best price.
Since you said an enclosed cargo carrier I am assuming you are referring to an enclosed carrier like the part # H00604. The issues you could run into with a cargo carrier like this is that you may block air flow to the radiator of your vehicle as well as your headlights. Most likely not the headlights though since the carrier is only 48 inches long.
I attached a review video.
