It can be possible to add electric drum brakes to an existing trailer that does not have them. The linked article explains in detail.
The trailer will need to have or be fitted with brake flanges, the brake assemblies and hub/drums of matching dimensions and trailer wiring to support the brake circuit. The tow vehicle will have to be equipped with a trailer brake controller and a suitable trailer socket to match the one on the trailer. Typically trailers with brakes use a 7-way RV-style plug like # H20046 from Hopkins and like the one shown in the linked article on trailer wiring.
Sometimes it is easier and more cost-effective to replace the entire trailer axle with a complete kit that includes a new axle beam with brake flanges, brakes, hubs, bearings, races, seals, etc. The linked page will let you see four such kits.
For example, Dexter kit # 35545E-ST-89 is an 89-inch 3500-lb-rated axle with 74-inch spring centers and 10- x 2-1/4-inch brakes and hubs that have a 5 on 4-1/2-inch bolt pattern.
Naturally you will want to ensure you choose a kit with the correct capacity for your trailer.
