Question:
Im in the process of buying a new 2015 Toyota Rav4, I am handy-cap and need to instal l a hitch and lift to transport my motorize wheel chair. With the lift and chair the weight would be 450 lbs. Will a Rav4 with a class 3 hitch handle this weight? I need a tongue weight of 450 lbs.

You are correct that in order to use a hitch-mount wheelchair carrier you will need a hitch that has a tongue weight (TW) rating at least equal to the combined weight of the chair and the carrier. Since you note that combined weight figure is 450-lbs, then a Class III hitch like the Curt # C13149 will be a good choice. You will also want to check the vehicle owner's manual for any information about its own TW rating.
Curt hitch # C13149 has a TW rating of 525-lbs, which gives you a bit of a safety margin - always a good thing. This hitch will fit your RAV4 as long as it is NOT the EV model. It installs without drilling or welding using included hardware. An installation video and the written instructions are linked for you.
If you want to lock the carrier to the hitch you can use a lock like # e98882.
