Do Trailer Rims and Wheels Come Balanced

do the tires come balanced? the one delivered today does not have any weights attached.

Trailer tires do not have to be balanced but what is normally done when a tire and wheel combo is put together by the manufacturer is a sort of balancing. They take the heavy spot on the tire and line it up with the light spot on the wheel.
The problem with balancing a trailer tire is that the weights typically fall off from the bumpier ride quality a trailer will have when unloaded.
