Based on the size of the food cart you have the only option I can recommend for you would be to install a hitch on your 2006 Chevy Cobalt like # C11430 or part # 24756 if you have an SS model and tow a small trailer.
The dimensions of the food cart are too big to fit on a cargo carrier.
The hitch I recommended comes with pin and clip. You will still need a ball mount. For a ball you can use # 19256 (1-7/8 inch diameter) or # 19258 (2 inch diameter). You will need to check the coupler of the trailer to determine what size ball you would need. And for trailer wiring, use T-One Vehicle Wiring Harness, # 118407. I have included a link to the installation details and a link to a video showing a typical installation.
