where does the sway control spacer go? Why would I need it?

The spacers that come with the Pro Series Weight Distribution System # PS49582 and # 83660 that you referenced are designed adjust the angle of the hitch ball so that you get the correct amount of spring tension to properly distribute the weight of the trailer tongue weight.
