Will this fit my 2007 tundra with the 8foot bed and do i have to drill holes in the frame?

The Curt Custom Fifth Wheel Bracket Kit # C16448 that you referenced is not a fit for your 2007 Toyota Tundra with 8-foot bed, but this type of custom under-bed bracket does avoid the need to drill into a vehicle's frame. Such custom-fit brackets use existing holes in the vehicle's frame as their attachment points.

For your Tundra we do offer both custom and semi-custom 5th wheel install kits. For example, Reese offers a custom bracket kit # RP50084-58 that will not require you to drill into the truck's frame and which is compatible with hitches from Curt, Draw-Tite, Hidden Hitch, Reese, Valley and Husky.

For a semi-custom kit you have options from Curt, their # C16304-200, and from Reese, kit # RP30035-309, both of which will require some drilling into the frame.
