The Swagman XTC-2 # S64670 would be a great choice for your recumbent bike, as it will accept your 46 inch wheel base. The XTC-2 rack does have a weight limit of 35 pounds per bike, so you will want to make sure your bike does not weigh more than 35 pounds.

Looking at the swagman XTC S64670 bike platform bike rack. I have an electric Big Cat cruiser. Are the brackets adjustable? Length and width wise

The wheel hoops can slide along the horizontal platform for different wheelbase lengths, but the hoops themselves are not adjustable. They can handle tires as wide as 2-1/2". Also keep in mind that the Swagman # S64670 has a 35 pound per bike capacity. If your electric Big Cat weighs more than 35 pounds you'll need a different rack that's designed for heavier e-bikes. The Swagman e-Spec # S64689 is a great option.

Yes, using the # 7690 lock will allow you to lock the hooks on the bike rack that ratchet down on to the bike frame, so you would not need an additional cable lock. You will want to make sure that the two hooks are not positioned too closely together, but if you plan on using the bike rack for just one bike this should not be an issue for you. When the hook is locked down, the bike will be locked to the rack, and the # S64670 rack will be locked to the hitch when using the # S64029 hitch lock.
